This is a Lillian Rose "Heart Vase with Glasses" (also called Coastal Beach / Sand Toasting Glasses set), a beach/wedding-themed accessory set popular for ceremonies, especially destination or coastal weddings.

The glasses and vase are engraved. A touch of sand and shells they are ready to recycle up!

Heart-shaped glass vase (approx. 6.5" x 5"), sand, assorted seashells, and a pair of baseless (stemless-style but with short aqua/turquoise stems) toasting flutes/champagne glasses that insert into the sand in the vase.

on the box ("Vase du Coeur avec les Flûtes pour le Champagne") suggests it was sold internationally or in bilingual packaging.

One flute is engraved with "April 22nd, 2017" and names (appears to be "Robert" and Paige). This dates the use/engraving to a 2017 wedding or event. The set itself is likely from the mid-2000s to early 2010s (Lillian Rose produced many such wedding items around then).
